How does the 'promote' parameter affect the format library's scope?

If 'promote' is set to TRUE, the format library is promoted to a global scope, making it available across all sessions. The default is FALSE. Note that the CAS server can be configured to require administrative Superuser authority to promote a format library to global scope. If required, an administrator must use the accessControl.assumeRole action before promoting.
